Some of the walls at Windmore in my view are too tall to classify as bouldering (eg The Helm which has gear available) and conversely some of the short, pumpy cracks are probably easier as solo problems rather than hang around placing gear (eg Rebel Without a Pause). Quite a few of the "blank" walls do actually have gear placements - that is if you trust brass wires and micro-friends! In the end, style of ascent is a matter of personal choice and most climbers should be able to decide on the spot. My old Northern Caves guidebooks contain the advice: "This book is intended as guidance for the wise, not the obedience of fools." Perhaps not very PC these days when it seems everything has to be spelt out?
